Santa Clara City Council votes to ban cannabis
Santa Clara City Council members voted to ban all cannabis-related activity in a 5-1 vote on Feb 11. Santa Clara residents will now watch on from the bench as other California cities embrace the booming cannabis industry. “There’s room to discuss options other than a ban and gauge residents’ feelings further,” said Santa Clara Mayor Lisa Gillmore as quoted on the San Jose Spotlight website. City officials claimed the decision does not contradict voters’ 2018 approval of Measure M, which authorized a 10% tax on recreational cannabis sales. San Jose Spotlight reported that the measure simply asked whether the city should collect taxes if a cannabis program were to be established. “If you’re going to profit off of something that’s been putting people in jail for decades, those people should be let out first,” San Jose City College student Skylar Williams said. JSP Pharmaceutical Manufacturing Thailand is teaming up with Rajamangala University of Technology Thanyaburi (RMUTT) to conduct research on sleeping pills made with cannabis. JSP is a local provider of cosmetics, nutritional supplements and traditional medicines produced under original equipment manufacturing (OEM) contracts and its own brands. The company is registered with the Food and Drug Administration (FDA). JSP president Sittichai Daengprasert said the company’s laboratory plans to launch sleeping pills formulated with cannabis in 2020 and begin testing on targeted patients in state-run hospitals under medical control in 2021. “The company spent 10 million baht for this R&D on cannabis, which includes laboratories, medical equipment and operation costs,” he said. Thai Cabinet Approves Hemp Growing rule
Thailand’s cabinet has pushed through a ministerial regulation allowing hemp to be produced, imported and exported after the Public Health Ministry sought to remove the plant from the list of narcotics last year. The Bangkok Post reports Deputy government spokesperson Traisulee Traisoranakul said the new regulation will override the existing one governing the use of hemp. She added that the new regulation will allow individuals and juristic entities registered in Thailand to grow hemp for commercial use. To be eligible, juristic entities must be at least two-thirds owned by Thais or have as many on the executive board. Once permitted, individuals or juristic entities can produce, sell, possess, import or export hemp. This move aims to have hemp promoted as a cash crop and to improve indigenous Thai varieties. The cabinet of Thailand's National Legislative Assembly has approved a proposal to permit hemp cultivation in six provinces in the country's northern region as part of a project to explore the use of plants for medical purposes. Officials with the Office of the Narcotics Control Board announced Tuesday said the proposal will be implemented in 2017 in 15 districts in the provinces of Chiang Mai, Chiang Rai, Mae Hong Son, Nan, Phetchabun, according to the Bangkok Post. Rampant Marijuana Farming In Rolpa Himalayas
HIMALAYAS: Locals of remote villages in Rolpa have been cultivating marijuana to make a living. According to police officials, the villagers are also using government forests for pot farming. “They are growing marijuana as they are not aware of its effect and consequences,” said DSP Nabin Rai of the district police office. Locals of Thabang, Uwa, Resham, Gam, Kareli, and Ranagaun, among other VDCs, have taken up pot farming as their main source of livelihood, police said. “We also used to grow marijuana in the past when it was legal,” said elderly people of the villages. Locals used to wear clothes made of hemp fibre about 50 years ago in Rolpa, said local development officer Hiralal Regmi. “The number of pot growers has been increasing in villages because the crop yields high profit,” he said.
