Coronavirus Delays: Where Do Cannabis Bills Stand Across the US?
(Advertising, Alabama, Canada, Cannabis, CBD, Connecticut, Edibles, Kentucky, Law, Legalization, Medical Marijuana, New Hampshire, New York, Pennsylvania, Research, Rhode Island, South Carolina, Tennessee, United States, Vermont, Cultivation) As 2020 kicked off, advocates were pushing for cannabis law reform along the two main tracks: ballot and bill. But just as the signature gathering geared up in anticipation of the November election, and lawmakers were deep in debates, the coronavirus outbreak hit the United States. Now, state governors, lawmakers, and other officials have shifted their energy toward flattening the curve. Whether this spells delay or demise for certain cannabis reform efforts in 2020 remains unknown. Cannabis Wire has reached out to the sponsors of major medical and adult use legislation to see where things stand. Here’s what they had to say. (Editor’s note: There are hundreds of pieces of more incremental cannabis legislation, addressing everything from taxes to advertising, but Cannabis Wire is focusing on bills that would bring, for example, medical or adult use sales to a state for the first time.) ALABAMA Senate Bill 165 would legalize medical cannabis sales; currently, state law allows only for...

What Is Salvia, and Is the Psychoactive Drug Still Legal?
(California, Events, Georgia, Guam, Law, Louisiana, Maine, Maryland, Mexico, North Carolina, Oregon, Tennessee, United States, Virginia, West Virginia) If only salvia could speak, maybe we’d know what the hell happened after we smoked it. When people hear the term “salvia,” they may think of a number of things. Some will no doubt be immediately transported back to memorably awful college experiences. Others may fondly recall the popular (if questionably helpful) YouTube tutorials posted by Erik Hoffstad, who once taught us the joys of “Gardening on Salvia.” Unquestionably, there are also those who just remember that one time Miley Cyrus smoked some . To fully understand this plant, however, the first thing to know about Salvia divinorum is that people have been using it for at least hundreds of years. Indeed, in the mountains of Oaxaca, Mexico, Mazatec Indians have relied on Salvia divinorum for centuries. For them, this psychoactive herb from the mint family was given a place of honor at ceremonial events. Though the Mazatec prefer to extract the juice from crushed leaves to consume in a tea, other options for consumption include...

US Hemp Roundtable: Latest State Alerts
(CBD, Hemp, Law, Nebraska, Products, South Dakota, Tennessee, United States, Industrial Hemp) While State Capitols across the country are closing themselves to the public in response to the coronavirus crisis, much legislative work continues to go on behind closed doors. And even where legislatures have recessed, many will return with critic al legislation before them. That’s why we expect elected officials to continue reviewing emails — meaning that now is an obvious time to reach out to them about our issues of concerns. This week, we’re focusing on three states where important hemp bills need our continued focus and action. State Alert: Tennessee Thanks to an extremely effective grassroots network of activists, the Volunteer State has one of the strongest legal regimes for hemp and CBD in the country. SB 0279 would make it even stronger by specifying that industrial hemp and products derived from industrial hemp are not subject to scheduling as a controlled substance and are not subject to forfeiture or seizure. Tennessee Hemp Supporters are urged to use our State Action...

Senate Amendment Delays Implementation of Tennessee Medical Cannabis Legislation
(Cannabis, Edibles, Medical Marijuana, Oils, Products, Tennessee, United States) The Tennessee Senate approved a bill to legalize medical cannabis in the state March 11, after the legislation was amended to delay its implementation until the federal government shifts its policy on cannabis, according to a Tennessean report .Sen. Steve Dickerson and Rep. Bryan Terry introduced the bill to allow qualified patients to access cannabis oils, tinctures, lotions and capsules but not smokable cannabis, vapes or edibles. The legislation would create a regulatory framework for licensed businesses to grow and sell cannabis products, and would establish a new regulatory body, called the Clinical Cannabis Commission, which would issue medical cannabis cards to patients with one of a few dozen qualifying conditions who have been given a recommendation from a medical practitioner.Medical cannabis sales would have launched next year under the original version of the bill, but the new amendment, introduced by Sen. Bo Watson, delays the legislation’s enactment until if and when the...

Congress Tackles Medical Cannabis for Veterans
(California, Cannabis, Facilities, Florida, Law, Legalization, Medical Marijuana, Oregon, Research, Tennessee, United States, Pharmaceuticals) On Thursday morning, the House Committee on Veterans Affairs discussed and passed two bills related to medical cannabis and veterans. The VA Medicinal Cannabis Research Act (H.R. 712), sponsored by California Rep. Lou Correa, was approved in a 15-11 vote. The committee also approved the Veterans Equal Access Act (H.R. 1647), sponsored by Oregon Rep. Earl Blumenauer, in a unanimous voice vote. The bills now head to the House for a floor vote. Veterans and veterans groups have for years demanded more research on the potential benefits of medical cannabis for common conditions that veterans face, from chronic pain to Post Traumatic Stress Disorder, and the protection to openly discuss medical cannabis with their VA doctors. Yet, because the Department of Veterans Affairs is a federal agency, veterans in states with legal medical cannabis have faced doctors who refuse to discuss medical cannabis and even some who threaten the cut off of benefits. The American Legion published a survey in...

Tennessee Senate Committee Approves Medical Marijuana Bill
(Cannabis, Edibles, Law, Legalization, Maryland, Medical Marijuana, Tennessee, United States, Pharmaceuticals) A Tennessee Senate committee approved a restrictive medical marijuana legalization bill on Wednesday. The legislation as originally drafted requested that the state Health Department study the possibility of a medical cannabis program and report back on its findings by December. But per an amendment from the bill’s sponsor that was approved by the Senate Health and Welfare Committee, that language was stricken and a measure was inserted providing for a medical cannabis program in the state. A staffer told Marijuana Moment this procedure is common practice in the legislature to open the door to more wide-ranging legislation. (Antarctica, California, Cannabis, China, Colorado, Events, Florida, France, Hawaii, Hemp, Israel, Research, South Korea, Tennessee, Texas, United States, Washington) Regardless of whether you think the coronavirus outbreak is the harbinger of the Apocalypse or just the latest example of mass hysteria, real-world fallout has followed the disease’s spread across the globe. The novel coronavirus phenomenon, otherwise known as SARS-CoV-2 (the virus itself) or COVID-19 (the illness caused by the virus), may not have killed as many people as the flu, but it hasn’t been around as long as the flu, either. As of this writing, there are at least 114,000 confirmed cases of coronavirus around the world, with cases across 80 countries and on all continents except Antarctica. Nearly 63,000 coronavirus patients have fully recovered from the illness, though 4,000 people have died from it. The US is one of the latest nations to report coronavirus cases. Right now, the Centers for Disease Control (CDC) estimate there are about 423 confirmed cases in 35 states and 20 deaths — though officials at Cedars-Sinai, a non-profit hospital based in Los Angeles, suspect that...

Is Cannabis Legalization Coming to Tennessee? A Senator Pushes the Discussion
(Alcohol, Arkansas, Cannabis, CBD, Cigarettes, Colorado, Development, Education, Hemp, Illinois, Law, Legalization, Medical Marijuana, Mississippi, Missouri, Recreational, Tennessee, United States, Wine) Sharing a border with a legal cannabis state has proven to be a conversation starter in slower moving states. Tennessee’s border with Arkansas, where medical cannabis was legalized in 2016, and where an adult use legalization ballot push is underway, was on Tennessee Senator Raumesh Akbari’s mind as she introduced SB 1849 , a bill that would legalize and tax cannabis sales for adults in the state. While the Midwest has been slowly following the east and west coast states on legalization, America’s South has been even slower. But, the way Akbari sees it, even if efforts to legalize fail, they spark conversations, forcing lawmakers and voters to consider the issue. That’s why Cannabis Wire talked to Akbari about her legalization bill, where she thinks it’s headed, and why she’s so passionate about legalization that includes criminal justice reforms. (This Q&A has been edited slightly for clarity.) Alyson Martin, Cannabis Wire: It looks like SB 1849 is modeled after Colorado, if I’m...

The first is called Multi-Peril Crop Insurance (MPCI), which is a pilot hemp insurance program designed to cover against “loss of yield because of insurable causes of loss for hemp grown for fiber, grain or Cannabidiol (CBD) oil.” The second plan is Noninsured Crop Disaster Assistance Program, which protects against losses from lower-than-normal yields, destroyed crops or “prevented planting” where permanent crop insurance is not available. Both of the programs are now accepting applications and the deadline to apply is March 16, 2020. “We are pleased to offer these coverages to hemp producers. Hemp offers new economic opportunities for our farmers, and they are anxious for a way to protect their product in the event of a natural disaster,” says Bill Northey, Farm Production and Conservation Undersecretary...

Given the current uncertainty and risk that hemp producers currently face these new programs provide some much needed assurance. Let’s just hope that the USDA continues to expand its programs. -Rod Kight Today, the USDA announced the availability of two programs aimed at protecting hemp producers against crop loss due to natural disasters. While crop insurance has existed to some degree for hemp since 2018, the establishment of these two programs represents an effort to bridge the gap between traditional insurance programs, which aren’t always adequate to cover important risks that are unique to the hemp industry. The two programs are called “Multi-Peril Crop Insurance” (MPCI) and the Non-insured Crop Disaster Assistance Program (NAP). The MPCI is labeled as a “pilot program” aimed at...

Is Quality Control in Cannabis Happening?
(Cannabis, CBD, Edibles, Financing, Growing, Hemp, Investments, Kentucky, Law, Oils, Pesticide, Products, Quality Control, Recreational, Research, Strains, Switzerland, Tennessee, Testing, United States, Vaporizers, Industrial Hemp, Lab Testing, THC, Recreational Cannabis) Quality control is critical when patient health is involved. Demand for CBD products has hit a fever pitch . The latest big name company to get in on the action is Dollar General , which plans to pilot a new line of CBD products throughout Tennessee and Kentucky. But as the market saturates with new and inexpensive CBD brands, it’s more important than ever for consumers to educate themselves on issues of quality control in cannabis. Until the FDA decides to create rules for CBD , consumers are at the mercy of a self-regulating industry, and that means some suspicious snake oil will undoubtedly slither onto market shelves. Buying the best quality CBD doesn’t always mean buying a more expensive item, but there is reason to double-check and triple-check products whose prices seem a little too good. This is true for any industry, but especially CBD. Recent research published in the journal Molecules (2018), found that the CBD and THC content of several brands of CBD differed significantly...
