New study from US reveals that vast majority of medical marijuana dispensed has THC levels of up to 15%
(California, Cannabis, CBD, Colorado, Maine, Massachusetts, Medical Marijuana, Mexico, New Hampshire, New Mexico, Products, Recreational, Research, Rhode Island, United States, Vermont, Washington, Websites, THC, Dispensaries, Pharmaceuticals) The European Pharmaceutical review reports….According to new research, more than 90 percent of the legal marijuana products offered in medical dispensaries in the US are much stronger than what clinical studies have shown doctors recommend for chronic pain relief. “We know that high-potency products should not have a place in the medical realm because of the high risk of developing cannabis-use disorders, which are related to exposure to high tetrahydrocannabinol (THC) content products,” said the study’s lead author, Dr Alfonso Edgar Romero-Sandoval, associate professor of anaesthesiology at Wake Forest School of Medicine, part of Wake Forest Baptist Health, US. “Several earlier studies showed that levels of up to 5 percent THC – the main psychoactive compound in marijuana that provides pain relief as well as intoxication – were sufficient to reduce chronic pain with minimal side effects.” The goal of this study was to evaluate the advertised THC and cannabidiol (CBD) content of legal...

The 2018 Farm Bill gives the US Department of Agriculture (USDA) regulatory authority over hemp cultivation at the federal level. In turn, states have the option to maintain primary regulatory authority over the crop cultivated within their borders by submitting a plan to the USDA. This federal and state interplay has resulted in many legislative and regulatory changes at the state level. Indeed, most states have introduced (and adopted) bills that would authorize the commercial production of hemp within their borders. Most Americans Want Medical Cannabis Dispensaries to Stay Open During Lockdown
(Alcohol, Arizona, California, Cannabis, Colorado, Connecticut, Delaware, Florida, Hawaii, Illinois, Legalization, Louisiana, Maine, Maryland, Massachusetts, Medical Marijuana, Mexico, Michigan, Nebraska, Nevada, New Jersey, New Mexico, New York, Ohio, Oregon, Pennsylvania, Rhode Island, United States, Washington, Dispensaries) Most Americans believe that states should not restrict access to legal medical cannabis during “shelter-in-place” measures, according to a new poll . The poll , conducted by YouGov earlier this week, asked nearly 5,400 Americans whether medical marijuana dispensaries should be considered “essential services” or not. Slightly over half (53 percent) of all respondents agreed that access to medical marijuana was essential, and only 26 percent said that dispensaries should not be considered essential. A further 21 percent were undecided on the matter. As is often the case with cannabis-related polls , younger and more liberal respondents were more likely to be in favor of keeping dispensaries open. Between 54 and 59 percent of respondents between the ages of 18 and 54 agreed that medical marijuana is an essential service, but only 47 percent of those over 55 felt the same way. Democrats were also more likely (62 percent) to agree than independents (52 percent) or Republicans (43 percent...

Coronavirus Delays: Where Do Cannabis Bills Stand Across the US?
(Advertising, Alabama, Canada, Cannabis, CBD, Connecticut, Edibles, Kentucky, Law, Legalization, Medical Marijuana, New Hampshire, New York, Pennsylvania, Research, Rhode Island, South Carolina, Tennessee, United States, Vermont, Cultivation) As 2020 kicked off, advocates were pushing for cannabis law reform along the two main tracks: ballot and bill. But just as the signature gathering geared up in anticipation of the November election, and lawmakers were deep in debates, the coronavirus outbreak hit the United States. Now, state governors, lawmakers, and other officials have shifted their energy toward flattening the curve. Whether this spells delay or demise for certain cannabis reform efforts in 2020 remains unknown. Cannabis Wire has reached out to the sponsors of major medical and adult use legislation to see where things stand. Here’s what they had to say. (Editor’s note: There are hundreds of pieces of more incremental cannabis legislation, addressing everything from taxes to advertising, but Cannabis Wire is focusing on bills that would bring, for example, medical or adult use sales to a state for the first time.) ALABAMA Senate Bill 165 would legalize medical cannabis sales; currently, state law allows only for...

Illinois: Impact of marijuana legalization important lesson for employers
(Arizona, Cannabis, Colorado, Compliance, Development, District of Columbia, Illinois, Law, Legalization, Marketing, Massachusetts, Medical Marijuana, Monitoring, Recreational, Regulations, Rhode Island, Testing, United States, Recreational Cannabis) The Chicago Daily Law Bulletin reports The road to Illinois becoming the 11th state in the country along with the District of Columbia to legalize adult-use recreational cannabis was a long and winding one. Now that the law has finally gone into effect, however, human resources executives around the state are realizing that the real work of understanding and applying the law to their employees is just beginning. Employers will need to refine existing policies and, in many cases, craft entirely new ones to address the issues created with legalization, a process that will require input from labor and employment lawyers as well as those specifically focused on cannabis regulations, working in concert with in-house counsel. The complexities of this issue were discussed at length at a recent B-Sharp at Breakfast event. Benesch launched B-Sharp in 2018 as a networking and professional development platform for women corporate counsel. The Jan. 23 forum, “The Legalization of Cannabis and...

As Governor Pushes Legalization, Connecticut Lawmakers Debate Adult Use Cannabis
(Cannabis, Connecticut, Food, GQ.V, Law, Legalization, Maine, Manufacture, Massachusetts, New York, Recreational, Rhode Island, United States, Vermont, Recreational Cannabis, Cultivation) On Monday, Connecticut lawmakers debated for hours an adult use cannabis legalization bill put forth by legislative leaders on behalf of Governor Ned Lamont. Topics like expungement and taxes received a lot of airtime, while impaired driving and law enforcement issues emerged as potential hurdles to the bill’s passage. The state’s Judiciary Committee met for a public hearing on the 108-page Senate Bill 16 that stretched more than four hours, but wrapped without a vote. The bill would allow adults 21 and older to buy 1.5 ounces of cannabis. If the bill is passed, tax revenue projections are expected to be $59.9 million in 2024, the program’s first full year, with $11.9 million going to host municipalities. Connecticut borders Massachusetts, where voters legalized cannabis for adult use in 2016, Rhode Island, where adult use legalization discussions are ongoing, and New York, where Governor Andrew Cuomo has proposed legalization through his budget and has urged a “regional approach” to...

Wife Of Prohibitionist Group Co-Founder Backs Reclassifying Marijuana In Congressional Bid
(Cannabis, Education, Law, Legalization, Manufacturing, Medical Marijuana, New Jersey, New York, Recreational, Research, Rhode Island, United States, Dispensaries, Cultivation) Amid her campaign for Congress, the wife of one of the most prominent voices advocating for keeping marijuana illegal says that she supports federally reclassifying cannabis from its current restrictive status. Amy Kennedy is one of the Democratic candidates for Congress seeking to unseat Rep. Jeff Van Drew of New Jersey, after he flipped his party affiliation to Republican and pledged his “undying support” for President Trump. Kennedy’s husband is Patrick Kennedy, a former Democratic congressman from Rhode Island and a co-founder of Smart Approaches to Marijuana (SAM), the nation’s leading cannabis prohibitionist group. Current candidate Kennedy, like SAM, opposes broad marijuana legalization—but she also disagrees with the group’s platform on at least one key point. Kennedy wants marijuana removed from Schedule I of the Controlled Substances Act, she recently told The Press of Atlantic City. That departs from SAM doctrine, which calls rescheduling “neither necessary nor desirable.”...

Here Are the 10 US Governors Fighting for Weed Reform in 2020
(Cannabis, Cannabis and Hemp, Colorado, Connecticut, Hemp, Illinois, Law, Legalization, Medical Marijuana, Mexico, New Jersey, New Mexico, New York, Pennsylvania, Production, Regulations, Rhode Island, South Dakota, United States, Virginia, Wisconsin, Industrial Hemp, Funding) Since the beginning of the year, 10 US governors have used their annual budget requests or State of the State speeches to encourage recalcitrant lawmakers to accept the inevitability of cannabis reform. In drastic comparison to President Trump's new federal budget , which threatens states' rights to legalize medical cannabis, several state governors have rolled legal weed into their new budgets. The governors of four US states and one territory are currently pushing for adult-use legalization in their respective states, and two more governors are aiming for decriminalization this year. 2020's path to cannabis reform started on January 1, when Illinois became the 11th state to legalize adult-use cannabis . In his State of the State address, Governor J.B. Pritzker celebrated the successful rollout of the state's legal weed industry, which sold a record $40 million of pot in the first month of sales. Illinois is also one of the few states to consider social justice on day one of...

Seven Governors Talk Marijuana Policy At Annual Conference
(Banking, Cannabis, Colorado, Growing, Guam, Hemp, Illinois, Investors, Kansas, Law, Legalization, Maryland, Massachusetts, Medical Marijuana, North Dakota, Products, Recreational, Regulations, Research, Rhode Island, Scientific Research, Synthetic, Testing, United States, Utah, Industrial Hemp, THC, Dispensaries, Recreational Cannabis, Financial Services, Cultivation) Seven governors from across the country discussed marijuana issues at an annual policy conference on Friday. Like last year’s event, the elected officials touched on a wide range of cannabis issues , from social equity to federal reform to competing with other legalized states. One even joked about growing marijuana in the governor’s mansion… Here’s a roundup of what the governors said at Politico’s State Solutions forum: Illinois Gov. J. B. Prtizker (D) The governor spoke extensively about his state’s efforts to promote social equity in its adult-use cannabis market. Pritzker, who signed a bill making Illinois the eleventh state to legalize for recreational purposes last year, said equity is the “the prime component” of the policy change. Mass pardons and expungements are part of the administration’s focus, he said. One day before the state’s legal marijuana market launched last month, Pritzker announced that his office had pardoned more than 11,000 people . But he said that...

Connecticut Governor Renews Marijuana Legalization Pledge In Budget Proposal And Speech
(Advertising, Cannabis, Connecticut, Legalization, Manufacture, Marketing, Massachusetts, Minnesota, New York, Recreational, Regulations, Rhode Island, Training, United States, Recreational Cannabis, Cultivation, Funding) Connecticut Gov. Ned Lamont (D) renewed his call for marijuana legalization in his State of the State address on Wednesday, and he included funding to help establish a regulatory framework for cannabis in a budget proposal submitted to lawmakers. While the budget itself doesn’t include language that would actually establish legalization—as those of New York Gov. Andrew Cuomo (D) and Rhode Island Gov. Gina Raimondo (D) do—it sets aside about $275,000 to hire new state employees to take steps to prepare for the policy change. It also projects revenue that would ultimately result from legal marijuana sales. In the speech, Lamont discussed the importance of regional coordination of legal cannabis regulations. He and several governors from the Northeast met last year and agreed to basic principles of a marijuana market that the states should share. “I believe that a coordinated regional regulation is our best chance to protect public health by displacing illicit sellers and replacing them...

Rhode Island Lawmakers Backtrack on Attempt to Have Legislative Veto Powers Over Medical Cannabis, Hemp Regulations
(Cannabis, Cannabis and Hemp, Hemp, Medical Marijuana, Regulations, Rhode Island, United States, Dispensaries) Rhode Island lawmakers voted Feb. 4 to abandon legislative veto powers over the state’s medical cannabis and hemp regulations, which they awarded themselves in a state budget proposal last summer. The House and Senate passed identical bills in unanimous votes that removed the “legislative veto” language from the budget, the Providence Journal reported .The state budget authorized six additional medical cannabis dispensaries in the state, and originally mandated that all new cannabis regulations be approved by the General Assembly. This provision resulted in a legal battle with Gov. Gina Raimondo late last year when Raimondo filed a lawsuit in October against the General Assembly to take exclusive control of medical cannabis and hemp regulation.Lawmakers rewrote the legislation earlier this year, and the House and Senate votes occurred Feb. 4 without debate, the Providence Journal reported. The bills now go to Raimondo, who is expected to sign them Feb. 5, according to the news outlet.]]...

Pro-Legalization Group Ranks Best And Worst Governors On Marijuana
(Cannabis, Illinois, Law, Legalization, Medical Marijuana, Mexico, New Mexico, New York, Regulations, Rhode Island, United States, Virginia, Wisconsin) As public support for marijuana reform continues to grow, more governors seem to be taking notice and adopting pro-legalization platforms, according to a gubernatorial scorecard released by the advocacy group NORML on Wednesday. That said, while recent polling shows majority support for legalization among both Democratic and Republican voters, the issue remains deeply partisan at the gubernatorial level. NORML’s annual scorecard ranks governors based on comments they’ve made about cannabis issues as well as their policy records. The group identified several key takeaways from this year’s report, such as an increased number of top state officials who received a passing grade of “C” or higher. Via NORML. “Having a governor that is supportive of legalization can make all the difference in whether or not it becomes a priority topic on the legislative agenda and how much support will be rallied behind that effort,” Erik Altieri, executive director of NORML, told Marijuana Moment. “Even...

Marijuana Tourism Will Boost Tax Revenue, Illinois Governor Says In State Of The State Speech
(Cannabis, Connecticut, Growing, Illinois, Indiana, Iowa, Law, Legalization, Medical Marijuana, Mexico, Missouri, New Mexico, Products, Recreational, Rhode Island, United States, Vermont, Wisconsin, Recreational Cannabis) The governor of Illinois took a dig at neighboring states in his State of the State speech on Tuesday, joking about how their lack of legal marijuana access means residents will end up coming to Illinois and paying taxes to his coffers for cannabis products. Gov. J. B. Pritzker (D) argued that in addition to promoting social equity, Illinois’s adult-use marijuana program “gives us a chance to collect tax revenue from the residents of Wisconsin, Missouri, Iowa and Indiana.” More importantly, however, the legalization law he signed last year gives “a second chance to hundreds of thousands of people who had a low level cannabis conviction or arrest on their record,” he said. “Last year we made enormous strides toward equality and opportunity when Democrats and Republicans came together to legalize adult-use cannabis with the most equity-centric legislation in the nation, which will result in 63,000 new jobs and new opportunities for entrepreneurs, especially those from communities that...

New Hampshire Lawmakers Approve Marijuana Legalization Bill
(Alcohol, Cannabis, Connecticut, Development, Law, Legalization, Medical Marijuana, New Hampshire, New Jersey, New York, Recreational, Rhode Island, United States, Vermont, Retail Sales) A New Hampshire House committee approved a bill on Tuesday that would legalize marijuana for adult use in the state. While the legislation doesn’t provide for retail sales, it would allow individuals 21 and older to possess and gift up to three-fourths an ounce of cannabis and grow up to six plants. The model would be similar to neighboring Vermont’s non-commercial cannabis system. The Criminal Justice and Public Safety Committee advanced the bill in a 13-7 vote. “I think that the legalization of cannabis is more popular than the legislature itself or the governor or any other political entity in the state of New Hampshire,” Chairman Renny Cushing (D) said prior to the vote. “This is something that the people of the state of New Hampshire want. New Hampshire Lawmakers Debate Non-Commercial Marijuana Legalization Bill
(Cannabis, Connecticut, Legalization, Massachusetts, Medical Marijuana, New Hampshire, New Jersey, New York, Recreational, Retail Stores, Rhode Island, United States, Vermont, Cultivation, Retail Sales) A New Hampshire House committee held a hearing on Thursday to discuss a bill that would legalize the possession and cultivation of marijuana for adults. While broader recreational legalization legislation that included a legal sales component has advanced in prior sessions, no such bill has reached the governor’s desk yet. And so lawmakers are taking a different approach this time, pushing a cannabis reform proposal that excludes any commercialization model. That bill, filed earlier this month, would simply allow adults 21 and older to possess and gift up to three-fourths an ounce of cannabis and grow up to six plants. Supporters are taking a page from neighboring Vermont, which approved non-commercial legalization in 2018. The House Criminal Justice and Public Safety Committee heard testimony from advocates, stakeholders and opponents—though opposition was limited. Just two individuals, including one representative, testified against the bill, and just two individuals signed a...

(Alcohol, Cannabis, Connecticut, Growing, Law, Legalization, Massachusetts, Medical Marijuana, New Hampshire, New Jersey, New York, Recreational, Regulations, Rhode Island, United States, Vermont, Wisconsin, Retail Sales) Top Connecticut lawmakers said on Thursday that legalizing marijuana will be a legislative priority this year, with an emphasis on promoting social equity in a regulated market. During a press conference outlining their agenda for the new session, Senate Democrats said that while progress has been made by decriminalizing simple possession of cannabis, Connecticut must catch up with public opinion and pursue adult-use legalization. Senate President Pro-Tem Martin Looney (D) said “we believe it needs to come to resolution so that Connecticut can join its neighbors in recognizing a reality that we should have dealt with already but need to deal with now, and that is the issue of the legalization and regulation of cannabis in our state.” While removing the threat of jail time for possession “addressed part of the problem,” the “fundamental question of legalization and regulation still persists,” he said. “I think it’s time that we caught up to what the public attitude and public will is...

Wisconsin Governor Blasts Lawmakers For Not Legalizing Medical Marijuana Despite Public Support
(Cannabis, Growing, Hemp, Legalization, Medical Marijuana, Mexico, New Mexico, New York, Recreational, Rhode Island, U.S. Virgin Islands, United States, Virginia, Wisconsin) The governor of Wisconsin called out state lawmakers on Wednesday for declining to pass legislation legalizing medical marijuana despite widespread public support for the policy. “When more than 80 percent of our state supports medical marijuana…and elected officials can ignore those numbers without consequence, folks, something’s wrong,” Gov. Tony Evers (D) said during his annual State of the State address. Watch Evers’s comments about public support for medical cannabis below: He also cited contrasting public support support and lack of legislative action on issues such as expanding Medicaid and universal background checks for gun purchases. While Evers had included both marijuana decriminalization and medical cannabis legalization in his budget proposal last year, Republican leaders stripped those policies from the plan. It’s not clear if he’ll attempt to pursue the policies through the budget again this year, or if lawmakers would be more inclined to support reform than the last...

Marijuana Legalization Will Advance In Connecticut This Year, Top Lawmakers Say
(Cannabis, Colorado, Connecticut, Law, Legalization, Massachusetts, Missouri, New Hampshire, New Jersey, New York, Products, Recreational, Rhode Island, United States, Vermont, THC, Recreational Cannabis) When Connecticut’s legislature convenes for its 2020 session next month, top lawmakers say marijuana legalization will be a priority. While legislation to legalize cannabis for adult use in the state advanced in several committees last year, disagreements about certain provisions such as how to allocating revenue ultimately derailed those efforts. This time around, however, the General Assembly is positioned to build on those bills and craft a passable measure. That’s according to Senate President Pro-Tem Martin Looney (D). “We are revisiting legalizing recreational cannabis because we see that most of our neighboring states have already done it or want to do it this year,” Looney told CT Insider earlier this month. “We had three very detailed bills on this last year, so I think we’re well prepared to do that when the time comes. We clearly need additional revenue and anecdotally we hear about people who travel to Massachusetts to purchase it.” “We’re very well prepared to enact the...

New York Gov. Andrew Cuomo Unveils Cannabis Legalization by Budget, Again
(Advertising, Beverage, Cannabis, Cannabis and Hemp, Colorado, Connecticut, Development, Education, Hemp, Law, Legalization, Management, Massachusetts, Medical Marijuana, New Jersey, New York, Packaging, Pennsylvania, Products, Regulations, Research, Rhode Island, Science, Testing, United States, Cultivation) Legalization is headed through New York’s complicated budget process again, Gov. Andrew Cuomo announced Tuesday afternoon. Facing a $6 billion budget shortfall, Cuomo unveiled his 2020 state budget plan, which shows a $175 billion fiscal path for the year for New York State that includes legalization of cannabis sales for New Yorkers 21 and older. While the budget gives more detail about Cuomo’s legalization plans, which he initially revealed in his State of the State speech weeks ago, Cuomo devoted little time to cannabis during his budget address. “Legalize adult use cannabis,” Cuomo said during Tuesday’s budget address. “I believe it is best done in the budget, I said that last year. I believe the budget is the opportunity, frankly, to make some tough decisions and work through tough issues that without the budget can often languish. And I suggest that we get it done in the budget.” Leading up to the April budget deadline, New York lawmakers are expected to negotiate over spending...
