Most Americans Want Medical Cannabis Dispensaries to Stay Open During Lockdown
(Alcohol, Arizona, California, Cannabis, Colorado, Connecticut, Delaware, Florida, Hawaii, Illinois, Legalization, Louisiana, Maine, Maryland, Massachusetts, Medical Marijuana, Mexico, Michigan, Nebraska, Nevada, New Jersey, New Mexico, New York, Ohio, Oregon, Pennsylvania, Rhode Island, United States, Washington, Dispensaries) Most Americans believe that states should not restrict access to legal medical cannabis during “shelter-in-place” measures, according to a new poll . The poll , conducted by YouGov earlier this week, asked nearly 5,400 Americans whether medical marijuana dispensaries should be considered “essential services” or not. Slightly over half (53 percent) of all respondents agreed that access to medical marijuana was essential, and only 26 percent said that dispensaries should not be considered essential. A further 21 percent were undecided on the matter. As is often the case with cannabis-related polls , younger and more liberal respondents were more likely to be in favor of keeping dispensaries open. Between 54 and 59 percent of respondents between the ages of 18 and 54 agreed that medical marijuana is an essential service, but only 47 percent of those over 55 felt the same way. Democrats were also more likely (62 percent) to agree than independents (52 percent) or Republicans (43 percent...

Harvest Health Buys Franklin Labs, Lays Off Have A Heart Employees
(Acquisition, Growing, Harvest Health & Recreation, HRVSF, Investment, Manufacturing, Pennsylvania, Processing, United States, Dispensaries, Cultivation) One day after announcing it had terminated its deal to acquire Verano Holdings, Harvest Health & Recreation Inc. (CSE: HARV, OTCQX: HRVSF) has now said it is going to buy Franklin Labs, LLC , a subsidiary of CannaPharmacy, for approximately $25.5 million payable with $15.5 million in cash and a $10 million promissory note. Harvest Health stock fell over 16% to 94 cents yesterday on the news that the deal with Verano had been terminated. This was despite the broader markets trading much higher as shareholders were clearly not happy about the ending of the deal. Eight Capital looks to have cut its target price on the stock from C$14 to C$3. The Canadian stock was lately trading at C$1.32. The Franklin Labs acquisition includes a 46,800 sq. ft. cultivation and manufacturing/processing facility in Reading, Pennsylvania. Pending necessary approvals, Harvest said it expects to expand the existing cultivation operation this year and potentially complete further expansion in the future to...

Federal Agency Touts Hemp Progress While Refusing To Serve Marijuana Businesses
(Biodiesel, Cannabis, CBD, Clothing, Events, Growers, Hemp, Hemp, Inc., Legalization, Loans, Manufacturing, Medical Marijuana, OTC:HEMP, Pennsylvania, Products, Testing, United States, Virginia, THC, Dispensaries, Cultivation) The federal Small Business Administration (SBA) is celebrating the potential of hemp and is urging federal regulators to address concerns from farmers before rules for the crop are finalized. At the same time, however, it is maintaining that it cannot service marijuana businesses due to ongoing federal prohibition. In a blog post published on Tuesday, SBA’s Office of Advocacy described the wide range of uses for hemp, including rope and CBD oil, and detailed the crop’s evolution from a federally controlled substance to an agricultural commodity that was legalized through the 2018 Farm Bill. “From rope to clothing, biodiesel to hempcrete, plant-based ingestible protein to CBD balm, the uses of hemp are far-reaching.” The U.S. Department of Agriculture (USDA) now has jurisdiction over the plant, and it released an interim final rule last year outlining guidelines for a domestic hemp program . In the time since the crop’s legalization, SBA says it has “embarked on an ambitious and...

Coronavirus Delays: Where Do Cannabis Bills Stand Across the US?
(Advertising, Alabama, Canada, Cannabis, CBD, Connecticut, Edibles, Kentucky, Law, Legalization, Medical Marijuana, New Hampshire, New York, Pennsylvania, Research, Rhode Island, South Carolina, Tennessee, United States, Vermont, Cultivation) As 2020 kicked off, advocates were pushing for cannabis law reform along the two main tracks: ballot and bill. But just as the signature gathering geared up in anticipation of the November election, and lawmakers were deep in debates, the coronavirus outbreak hit the United States. Now, state governors, lawmakers, and other officials have shifted their energy toward flattening the curve. Whether this spells delay or demise for certain cannabis reform efforts in 2020 remains unknown. Cannabis Wire has reached out to the sponsors of major medical and adult use legislation to see where things stand. Here’s what they had to say. (Editor’s note: There are hundreds of pieces of more incremental cannabis legislation, addressing everything from taxes to advertising, but Cannabis Wire is focusing on bills that would bring, for example, medical or adult use sales to a state for the first time.) ALABAMA Senate Bill 165 would legalize medical cannabis sales; currently, state law allows only for...

We’ll continue to update as regulators announce new policies. So far, during the COVID-19 pandemic, cannabis sales are through the roof as consumers stock up in anticipation of supply chain disruption. But, despite this upswing, cannabis companies are bracing for impact. As Cannabis Wire reported this week, a dilemma has hit the nascent industry: to close or not to close? Already, Canopy Growth chose to close nearly two dozen shops in Canada, and we’re tracking how other companies are reacting. But what happens in the case of forced closures? Cannabis regulators will have to weigh tough decisions in the coming days as businesses, from gyms to bowling alleys to bars, are asked to close as part of broader efforts to contain the spread of the virus. (While Canadian consumers can legally order cannabis online, should closures occur, changes are taking place north of the border. On...

Fly High with Lil Skies and Snoop Dogg on a New Episode of GGN
(Pennsylvania, Production, United States, Lights) For rapper Lil Skies, the sky’s been the only limit. Repping Waynesboro, Pennsylvania, Lil Skies was first introduced to hip-hop and music production by his father who used to rap under the moniker Dark Skies. As Lil Skies got older and discovered his own voice, he began recording and writing his own verses, which he continues to do at home, despite his Billboard successes with hits like “Red Roses,” “Nowadays,” and “I.” In a fresh episode of GGN with Uncle Snoop, the Doggfather kicked things off by asking Lil Skies about the prodigy’s creation process. "It's kind of crazy because a lot of my music is still being created in my bedroom," Skies replied. “That’s the dopest shit in the world!” Snoop said. “That’s the vibe!” “I don’t even be in big studios and shit, to be honest. Even the song I did with Wiz [Khalifa] , I recorded that shit on my bed.” “So, you’ll say when you get your motherfuckin big ass house, you’re gonna put your studio in your house?” Snoop asked. “I have to. The 2018 Farm Bill gives the US Department of Agriculture (USDA) regulatory authority over hemp cultivation at the federal level. In turn, states have the option to maintain primary regulatory authority over the crop cultivated within their borders by submitting a plan to the USDA. This federal and state interplay has resulted in many legislative and regulatory changes at the state level. Indeed, most states have introduced (and adopted) bills that would authorize the commercial production of hemp within their borders. A smaller but growing number of states also regulate the sale of products derived from hemp. In light of these legislative changes, we are presenting a 50-state series analyzing how each jurisdiction treats hemp-...

How Can You Access Legal Weed via Delivery (or Otherwise) During Coronavirus?
(Alaska, California, Cannabis, Colorado, Florida, Illinois, JUSHF, Jushi, Maine, Manufacturing, Massachusetts, Medical Marijuana, Michigan, Nevada, Oklahoma, Oregon, Organic, Pennsylvania, Products, Recreational, Regulations, United States, Vermont, Washington, Dispensaries, Recreational Cannabis, Cultivation) At 6pm on Monday, March 16th, the line of patients waiting to purchase cannabis at a popular Berkeley, California dispensary stretched 40 people deep . Normally, such a sight would be cause for celebration, but in the midst of a global pandemic , the optics were a snapshot of the issues faced by cannabis operators in a time of self-quarantine. By the following day, the neighboring city of San Francisco would be under a “shelter in place” order, requiring all residents to stay indoors except for certain, “essential” activities. Likewise, businesses were instructed to close, not including vital services like restaurants, pharmacies, and grocery stores. Members of the cannabis industry and advocates alike vociferously protested the exclusion of cannabis as an “essential” service (and thus one which would be allowed to continue modified operations for the duration of the order). Eventually, San Francisco’s Department of Public Health relented, posting to Twitter that cannabis — both...

(Alcohol, California, Cannabis, Colorado, Facilities, Illinois, Law, Loans, Medical Marijuana, Michigan, Pennsylvania, Recreational, Regulations, United States, Cultivation) The coronavirus outbreak has upended the global economy, leaving most commercial industries reeling. Cannabis is no exception. As some local and state governments rush to declare medical cannabis businesses “essential,” thus allowing them to continue operating as quarantine policies become more entrenched, the overarching question remains: How can the industry ensure access for patients in need?Brian Vicente, partner and founding member of Vicente Sederberg , based in Colorado, addresses some of the intersections between cannabis business and regulators—places where solutions to emerging problems may be found.Vicente SederbergBrian VicenteWhat are some of the more common questions your firm is fielding? What sort of themes are emerging on the legal side of this crisis?I've been trying to reinforce a positive talking point, which is: In times of economic distress, frequently, medicines and vices do well. Now, I’m not one who normally calls cannabis a vice. It's actually more of a...

The cannabis industry, like other industries, has been upended as the coronavirus (COVID-19) pandemic worsens. Events have been cancelled. Consumers are stocking up on flower and products. And on Tuesday, one of the largest cannabis companies in the world, Canopy Growth, announced that it would temporarily close nearly two dozen corporate-owned retail shops in Canada. “We have a responsibility to our employees, their families, and our communities to do our part to ‘flatten the curve’ by limiting social interactions. For us, that means shifting our focus from retail to e-commerce,” Canopy Growth CEO David Klein said in a statement. This move puts a spotlight on an early question that cannabis business owners are wrestling with: to close or not to close? Considering that Canada allows for e-commerce, the impact of this “shift in focus” on companies like Canopy is smaller than it would be for a U.S. company. In the U.S., a...

Medical Marijuana Group Urges Governors To Protect Patient Access Amid Coronavirus Outbreak
(California, Cannabis, Colorado, Hemp, Illinois, Massachusetts, Medical Marijuana, Michigan, Netherlands, Pennsylvania, Processing, Products, Puerto Rico, Retail Stores, United States, Washington, Dispensaries, Cultivation) As state and local governments across the U.S. shutter businesses and prohibit gatherings in an attempt to limit the spread of the COVID-19 pandemic, medical marijuana patients and advocates are urging policymakers not to close down cannabis dispensaries completely. Such a move, they warn, would leave hundreds of thousands of patients stranded without access to medicine, and many would have no choice but to turn to the illicit market. In an “emergency call to action” sent Monday to governors of legal medical marijuana states, Americans for Safe Access , a leading nonprofit medical cannabis advocacy group, asked the officials to take immediate steps to ensure that patients have access to products during a period of social distancing that has no clear end in sight. Yesterday, we sent a letter to governors and directors of state medical cannabis programs asking them to take immediate action to ensure that patients continue to have access to medical cannabis and that the supply chain is...

Some changes brought on by the novel virus might bolster the nascent hemp industry, but it could also bring additional challenges and obstacles for the nascent hemp industry. Here’s everything you need to know about how COVID-19 could or is already impacting the hemp industry. Research Implications The National Hemp Research & Education meeting was slated for March 17-18 but has been postponed—and so too will its conference proceedings that could have aided hemp growers. The invitation-only meeting, sponsored by the U.S. Department of Agriculture (USDA) and National Institute of Food and Agriculture (NIFA), was to feature panel discussions and presentations on hemp genetics, best management practices and supply chains. Results of a national hemp survey were scheduled to be...

(Cannabis, Illinois, JUSHF, Jushi, New York, Pennsylvania, Products, United States, Dispensaries) Cannabis dispensaries across the U.S. and the rest of the world are adjusting their approach to public health, fine-tuning interactions with customers and patients to ensure a safe environment for all (including, of course, employees on the front lines of the business).Blythe L. Restaurants & Bars Shutdown Amid Coronavirus, But Marijuana Dispensaries Remain Open
(California, Cannabis, Food, France, Growing, Illinois, Italy, Law, Massachusetts, Medical Marijuana, Pennsylvania, Products, Science, United States, Dispensaries, Cultivation) The world is on the verge of complete and total bedlam. This godforsaken coronavirus is spreading with such intensity right now that the American public, well, it just doesn’t know what else to do but launch into full-blown panic mode. All one has to do is step inside a grocery store to see that the proverbial cheese of this so-called civilization of ours has slid right off the cracker. The fear of the unknown has the average citizen stockpiling everything from hand sanitizer to chicken wings. Even toilet paper has become a hot commodity inside the clutches of impending doom. I mean, did you ever think our advanced technological order would see a day when it was virtually impossible to get our hands on basic toiletries? Even Amazon is plumb out! This widespread shortage of rolled wiping products seems to have sparked an abandonment of hope. Because in this ultra-bizarre rhyme of the great American hoarder, we are now witnessing an anxious nation that has also decided to amass a hefty...
