Oklahoma Lawmaker to Begin Work on Cannabis Legalization Bill

Scott Fetgatter has announced plans to begin work on an adult-use cannabis legalization bill, saying a taxed and regulated market would provide a new source of revenue for the state in the wake of the COVID-19 pandemic, according to a Tulsa World report .“If you did a full-access program and put the revenue in the general revenue fund, relieve some of the taxes on the medical program, the medical patients and put the tax over on the recreational side, you could potentially add $100 million to the budget,” Fetgatter told the news outlet.Several groups are competing to bring adult-use cannabis legalization initiatives to Oklahoma’s November 2020 ballot in the form of SQ 807 , SQ 808 and SQ 811 , but Fetgatter has indicated that the petitions will likely be unsuccessful, especially in the wake of the coronavirus outbreak.Fetgatter told Tulsa World that “it’s very early in the conversation,” but that he wants to create “a program that functions” in the state.]]>

Cops Are Still Busting Weed Grows in the Middle of the Coronavirus Pandemic

Court rooms are closed, judges and lawyers are largely holed up at home, and for police in large cities, beat cops have prioritized enforcing quarantine orders over petty crime stops. But when it comes to black market marijuana enforcement, tearing pot plants out of soil is apparently more important than protecting officers and suspects from spreading COVID-19. According to KFOR News , police in Harrah, Oklahoma raided a home grow site, confiscated 2,600 cannabis plants, and arrested at least two suspects in what cops are describing as a $1.3 million weed bust. In addition to the “multiple arrests” made at the grow site, local cops said that they are still pursuing additional suspects. Initial news reports made no mention of the ongoing global pandemic or dire conditions in the country’s crowded jails . Home Values Increase in Neighborhoods with Marijuana Dispensaries

The researchers stated that their “results suggest that preferences for public services – derived from a new source of tax revenue – and dispensaries as a commercial amenity create largely positive effects following the legalization of recreational marijuana,” NORML reported. In Colorado and Washington, the researchers determined that houses in neighborhoods with new dispensary openings nearby saw 7% price appreciation. They assessed the relationship between regional home values and state-specific cannabis legalization and found “a large positive spillover effect on the housing market following legalization.” In particular, “a five percent appreciation in home prices following the passage of RML (recreational marijuana laws) and an 11 percent appreciation once sales of marijuana products begin.” Other studies over the last...

Access to Legal Weed Actually Increases Housing Prices, Another Study Finds

Economists from the University of Oklahoma conducted the study by examining listings on online real estate database website Zillow.com in Washington and Colorado, the first two states to legalize adult-use weed. Researchers compared housing price trends in these two states with 23 other states that had not legalized cannabis during the period of the study. The study, published online by SSRN this week , found that after these two states began selling legal cannabis, overall housing prices increased by 5 to 15 percent, compared to states without access to legal pot. Oklahoma Senate Passes Bill Redirecting Marijuana Tax Money for Schools

Senate Bill 1758 by Sen. Gary Stanislawski sends the money into the State Public Common School Building Equalization Fund, which helps smaller districts improve facilities. Stanislawski said $760,000 in marijuana taxes went into the general fund last year, only enough to hire 11 new teachers statewide. He said that money could make a significant difference if districts with few resources can use it to improve their schools. “I don’t believe a ZIP code should define the quality of education that a child receives. Statewide, we should have good, clean, well-built facilities,” Stanislawski said.
