USDA Approves Hemp Plans For South Carolina And West Virginia

South Carolina and West Virginia are the latest to have their proposals approved since the crop was federally legalized under the 2018 Farm Bill. That raises the total number of approved state plans to 14. Last month, USDA accepted proposed regulations from Georgia and Montana . Additionally, the Oglala Sioux Tribe, the Seneca Nation of Indians and the Turtle Mountain Band of Chippewa Indians also had their proposals authorized. Now there are 17 approved tribal plans. “USDA continues to receive and review hemp production plans from states and Indian tribes,” the department said . Adam Orens, Founder of MPG and Sal Barnes, Managing Director, MPG have conducted a theoretical analysis using Colorado showing how the state can translate its cannabis revenue into a short-term bond amount of $166 million and long-term bond issued in the amount of $591 million resulting in $123 million and $438 million available for educational initiatives and infrastructure, respectively. States and municipalities already use revenue bonds as a way to pay for large projects. The investors of such bonds feel that the risk for these investments is lower since there is a captive source of revenue to pay the interest. The report gives Iowa as an example. That state allocates $55 million in gaming taxes every year to pay the debt on revenue bonds that were issued in 2009 and 2010. USDA Secretary Again Blames DEA For Interfering In Hemp Regulations
(Cannabis, Georgia, Growing, Hemp, Law, Montana, Regulations, Research, Testing, United States, THC) The head of the U.S. Department of Agriculture (USDA) again indicated that the Drug Enforcement Administration (DEA) had an outsized influence on its proposed rules for hemp, stating that the agency “really didn’t like the whole program to begin with.” During a hearing on USDA’s budget before the Senate Appropriations Committee last week, Agriculture Secretary Sonny Perdue was pressed on restrictive provisions of USDA’s interim final rule for hemp, specifically as it concerns the limited THC threshold allowed in the crop. Sen. Jeff Merkley (D-OR) said the 0.3 percent THC limit is arbitrary, and it’s not necessary to distinguish hemp from marijuana. Nearly 40 states have passed some form of a medical marijuana law and nearly 15 states have passed a recreational marijuana law. Of those states, Oregon has the most dispensaries per capita with 16.5 dispensaries per 100,000 people, Verilife reported. The first is called Multi-Peril Crop Insurance (MPCI), which is a pilot hemp insurance program designed to cover against “loss of yield because of insurable causes of loss for hemp grown for fiber, grain or Cannabidiol (CBD) oil.” The second plan is Noninsured Crop Disaster Assistance Program, which protects against losses from lower-than-normal yields, destroyed crops or “prevented planting” where permanent crop insurance is not available. Both of the programs are now accepting applications and the deadline to apply is March 16, 2020. “We are pleased to offer these coverages to hemp producers.
