Minnesota looking at central overarching regulator for hemp, cannabis in the state
(Cannabis, CBD, Food, Foods, Growing, Hemp, Legalization, Management, Medical Marijuana, Minnesota, Oils, Products, Recreational, Regulations, United States) Minnesota regulators are calling on lawmakers to create a central state cannabis office to oversee the booming markets for hemp, CBD and medical pot — which they say are quickly expanding beyond their grasp. Reports the Minnesota Star. The report reveals… Officials from the state Pharmacy Board and the departments of Agriculture, Health and Public Safety have pitched the idea of an Office of Cannabis Management to govern the budding industry and prepare Minnesota for the potential legalization of recreational marijuana. They say having a one-stop shop for all things cannabis, like other states have established, would streamline efforts and bring a variety of expertise under the same roof. Thousands of Minnesotans have driven these markets to new heights in recent years. Patient enrollment in the medical cannabis program grew 27% from 2018 to 2019 and now exceeds 18,000. The number of hemp farmers grew eightfold — from about 50 to 400 — in the same span. And consumer CBD products are...

Last updated Feb. 27, 2020.There’s no doubt that cannabis will play a major role in the 2020 elections, and it’s almost certain to be a sticking point in any presidential debate—especially as a litmus test in the Democratic primaries.President Donald Trump has gone back and forth on the matter, but has mostly just stayed out of it. His former attorney general, Jeff Sessions, was a notorious prohibitionist who repealed the Cole Memo in January 2018, and Trump’s White House has developed a mysterious interagency called the Marijuana Policy Coordination Committee. No one is very clear on what that means, but BuzzFeed reporter Dominic Holden has described it as a “secret war on weed,” citing independent quotes from departments involved it the work. Finally! Manufacturers Are Now Using Hemp to Create Renewable Weed Packaging
(Canada, Cannabis, CBD, Chad, Exploring, Food, Hemp, Investing, Legalization, Minnesota, North Dakota, Packaging, Products, Regulations, United States, Industrial Hemp) Image via Most of the hype surrounding the recent legalization of industrial hemp has focused on CBD , but manufacturers have been brainstorming dozens of other innovative uses for this versatile plant. Several new companies are turning to hemp to create renewable bioplastics that can serve as an alternative to traditional, oil-based plastics. As the amount of plastic waste in oceans and landfills reaches epic proportions, researchers are working to create plastic alternatives from renewable sources like straw, wood, food waste, or hemp. Denver-based Sana Packaging is one company that is using both hemp-derived plastic, as well as recycled ocean plastic, to create sustainable packaging for the cannabis industry. Retail regulations in Canada and US adult-use states often impose extreme packaging requirements on legal weed products, which have resulted in an excessive amount of single-use plastic pot packaging . "Because of the ability to [easily] produce plastics, we got ourselves into...

USDA Announces Risk Management Programs for Hemp
(Alabama, California, Cannabis, CBD, Colorado, Containers, Growers, Growing, Hemp, Illinois, Indiana, Kansas, Kentucky, Law, Maine, Management, MCPI, Mexico, Michigan, Minnesota, Montana, New Mexico, New York, North Carolina, North Dakota, Oklahoma, Oregon, Pennsylvania, Production, Regulations, Research, Tennessee, United States, Virginia, Wisconsin, THC, Cultivation) According to a press release published earlier this month, the U.S. Department of Agriculture (USDA) announced two new programs available for hemp growers to mitigate their risk. The first is called Multi-Peril Crop Insurance (MPCI), which is a pilot hemp insurance program designed to cover against “loss of yield because of insurable causes of loss for hemp grown for fiber, grain or Cannabidiol (CBD) oil.” The second plan is Noninsured Crop Disaster Assistance Program, which protects against losses from lower-than-normal yields, destroyed crops or “prevented planting” where permanent crop insurance is not available. Both of the programs are now accepting applications and the deadline to apply is March 16, 2020. “We are pleased to offer these coverages to hemp producers. Hemp offers new economic opportunities for our farmers, and they are anxious for a way to protect their product in the event of a natural disaster,” says Bill Northey, Farm Production and Conservation Undersecretary...

Hemp rules give Minnesota farmers little room for error with law enforcement
(CBD, Growers, Growing, Hemp, Hemp Farming, Law, Minnesota, United States, Industrial Hemp, THC, Cultivation) 2/17/20–Hemp farming drew heavy interest from Minnesota farmers as a fast-growing market for CBD oil emerged from nowhere. More than 500 growers and processors secured licenses under the state’s industrial hemp pilot program last year, but the business is perilous, and the rules give farmers little room for error. In fact, thirty growers in Minnesota were ordered to destroy their crops in 2019 after they tested too high for THC. Read

Hemp CBD Across State Lines: Ohio
(Alabama, Alaska, Arizona, Arkansas, California, Cannabis, CBD, Cigarettes, Colorado, Connecticut, Cosmetics, Delaware, Florida, Food, Georgia, Growing, Hawaii, Hemp, Idaho, Illinois, Indiana, Iowa, Kansas, Kentucky, Law, Louisiana, Maine, Manufacture, Maryland, Massachusetts, Mexico, Michigan, Minnesota, Mississippi, Missouri, Montana, Nebraska, Nevada, New Hampshire, New Jersey, New Mexico, New York, North Carolina, North Dakota, Ohio, Processing, Production, Products, Regulations, Supplements, Testing, United States, Cultivation) The Agriculture Improvement Act of 2018 (“ 2018 Farm Bill ”) legalized hemp by removing the crop and its derivatives from the definition of marijuana under the Controlled Substances Act (“CSA”) and by providing a detailed framework for the cultivation of hemp. The 2018 Farm Bill gives the US Department of Agriculture (“USDA”) regulatory authority over hemp cultivation at the federal level. In turn, states have the option to maintain primary regulatory authority over the crop cultivated within their borders by submitting a plan to the USDA. This federal and state interplay has resulted in many legislative and regulatory changes at the state level. Indeed, most states have introduced (and adopted) bills that would authorize the commercial production of hemp within their borders. A smaller but growing number of states also regulate the sale of products derived from hemp. In light of these legislative changes, we are presenting a 50-state series analyzing how each jurisdiction treats hemp...
