Most Americans Want Medical Cannabis Dispensaries to Stay Open During Lockdown
(Alcohol, Arizona, California, Cannabis, Colorado, Connecticut, Delaware, Florida, Hawaii, Illinois, Legalization, Louisiana, Maine, Maryland, Massachusetts, Medical Marijuana, Mexico, Michigan, Nebraska, Nevada, New Jersey, New Mexico, New York, Ohio, Oregon, Pennsylvania, Rhode Island, United States, Washington, Dispensaries) Most Americans believe that states should not restrict access to legal medical cannabis during “shelter-in-place” measures, according to a new poll . The poll , conducted by YouGov earlier this week, asked nearly 5,400 Americans whether medical marijuana dispensaries should be considered “essential services” or not. Slightly over half (53 percent) of all respondents agreed that access to medical marijuana was essential, and only 26 percent said that dispensaries should not be considered essential. A further 21 percent were undecided on the matter. As is often the case with cannabis-related polls , younger and more liberal respondents were more likely to be in favor of keeping dispensaries open. Between 54 and 59 percent of respondents between the ages of 18 and 54 agreed that medical marijuana is an essential service, but only 47 percent of those over 55 felt the same way. Democrats were also more likely (62 percent) to agree than independents (52 percent) or Republicans (43 percent...

What Is Salvia, and Is the Psychoactive Drug Still Legal?
(California, Events, Georgia, Guam, Law, Louisiana, Maine, Maryland, Mexico, North Carolina, Oregon, Tennessee, United States, Virginia, West Virginia) If only salvia could speak, maybe we’d know what the hell happened after we smoked it. When people hear the term “salvia,” they may think of a number of things. Some will no doubt be immediately transported back to memorably awful college experiences. Others may fondly recall the popular (if questionably helpful) YouTube tutorials posted by Erik Hoffstad, who once taught us the joys of “Gardening on Salvia.” Unquestionably, there are also those who just remember that one time Miley Cyrus smoked some . To fully understand this plant, however, the first thing to know about Salvia divinorum is that people have been using it for at least hundreds of years. Indeed, in the mountains of Oaxaca, Mexico, Mazatec Indians have relied on Salvia divinorum for centuries. For them, this psychoactive herb from the mint family was given a place of honor at ceremonial events. Though the Mazatec prefer to extract the juice from crushed leaves to consume in a tea, other options for consumption include...

MPP: Cannabis Advocates, Medical Professionals, and Law Enforcement Officials Release Open Letter to State Leaders in Light of COVID-19
(Cannabis, Illinois, Law, Louisiana, Medical Marijuana, Michigan, Nevada, New York, Pennsylvania, Regulations, Tracking, United States, Washington, Dispensaries) Mar 20, 2020 Governors and legislative leaders urged to preserve and ensure cannabis access amid social distancing Washington, D.C. — In response to escalating efforts to slow the spread of COVID-19 by social distancing, the Marijuana Policy Project and other organizations have released an open letter urging governors and legislative leaders to take necessary actions to ensure continued safe access to cannabis in a way that is consistent with public health. In states with legal medical cannabis, the letter recommends state leaders declare medical cannabis businesses “essential,” allow medical cannabis delivery, online ordering, and curbside delivery, ensure individuals are allowed to consult with physicians by telemedicine, and extend the expiration date of medical cannabis cards until after the crisis has abated, among other recommended actions. The letter sent to leaders of states with medical cannabis or cannabidiol laws can be found here . In a separate letter, the Marijuana...

In Midst of Coronavirus Outbreak, Cannabis Businesses Are Declared ‘Essential’

But the shutdowns have prompted perhaps an unexpected question amid the coronavirus chaos: Are medical marijuana operations considered “essential” in this new public arena? For many areas across the U.S., the answer is a resounding “yes.”Over in San Francisco, though, that wasn’t always the case. All seven counties in the Bay Area of California implemented a shelter-in-place order March 16. The order, which is in place until at least April 7, included a list of essential services that could remain open but left room for interpretation regarding other businesses, including...

Out of Any State, Michigan Is Tweeting the Most About Weed During Coronavirus
(California, Cannabis, Colorado, Georgia, Hawaii, Louisiana, Massachusetts, Media, Michigan, Oregon, Recreational, Social Media, Software, Texas, United States, Dispensaries) As cities across the country continue to enact shelter-in-place measures and social distancing guidelines in response to the COVID-19 pandemic, legal weed dispensaries from California to Massachusetts have seen huge lines and skyrocketing sales . But once cannabis users are back home, one state in particular has seen a higher bump in pot posts on social media. According to MLive , a new social media study from the health blog bodynutrition.org found that Michigan residents have posted the most cannabis photos, slang, jokes, and general 420-friendly banter since the coronavirus quarantines started. Researchers used trends software to track geotagged Twitter posts about weed and weed-related terms, and found more than 200,000 tweets from the Wolverine State since March 1st. These included hashtags and usage of phrases like "smoke weed," as well as other sativa-friendly semantics. Michigan’s adult-use cannabis dispensaries didn’t open for business until December of last year , but in the...

The 2018 Farm Bill gives the US Department of Agriculture (USDA) regulatory authority over hemp cultivation at the federal level. In turn, states have the option to maintain primary regulatory authority over the crop cultivated within their borders by submitting a plan to the USDA. This federal and state interplay has resulted in many legislative and regulatory changes at the state level. Indeed, most states have introduced (and adopted) bills that would authorize the commercial production of hemp within their borders. A smaller but growing number of states also regulate the sale of products derived from hemp. Cannabis Entrepreneurs Flock to the Bible Belt for Lower Costs
(Arizona, Arkansas, California, Cannabis, Colorado, Law, Legalization, Louisiana, Medical Marijuana, Oklahoma, Oregon, Recreational, Regulations, United States, Lights, Dispensaries, Cultivation) By Sean Murphy, Associated Press (AP) — From their keen taste for sun-ripened pot to their first meeting at a pro-marijuana rally in college in the 1990s, everything about Chip and Jessica Baker fits the stereotype of cannabis country in Northern California, where they lived for 20 years and started their pot business in rugged Humboldt County when it was the thriving epicenter of marijuana cultivation. But the couple bid goodbye to the weed-friendly West and moved somewhere that might seem like the last place they would end up — Oklahoma. They’re part of a green rush into the Bible Belt that no one anticipated when Oklahoma voters approved medical marijuana less than two years ago. Since then, a combination of factors — including a remarkably open-ended law and a red state’s aversion to government regulation — have created such ideal conditions for the cannabis industry that entrepreneurs are pouring in from states where legal weed has been established for years. Though 11 states...

Louisiana Cops Just Busted Woman Who Paid Bail with Cash That Smelled Like Weed
(Cannabis, Food, Hemp, Louisiana, Massachusetts, Pennsylvania, United States) A Louisiana woman who attempted to bail an inmate out of jail just got herself thrown in that very same jail for trying to pay with cash that smelled strongly of weed . Last week, 34-year-old Stormy Lynn Parfait went to the Terrebonne Parish Criminal Justice Complex in order to post bail for an unnamed inmate who was being held on narcotics charges. Parfait paid the $5,000 bond in cash, but as she left the building, a jail supervisor noticed that the cash had a “strong odor of marijuana,” the Associated Press reports . A detective caught up with Parfait in the jail parking lot, and used the weed-scented cash as justification to search her car. Inside, police found $39,868 in cash, alongside 96 Klonopin pills. Cops also found a food stamp card that did not belong to Parfait. Cops took the woman into custody and then issued a warrant to search her house. After obtaining a warrant, cops searched Parfait's home, located on Bon Jovi Boulevard in the tiny town of Gray. Inside, police found...

Want to Start a Weed Biz Without the High Cost of Entry? Move to the Bible Belt
(Alcohol, Arkansas, California, Cannabis, Education, Growing, Law, Legalization, Louisiana, Maine, Medical Marijuana, Nevada, Oklahoma, Oregon, Regulations, United States, Dispensaries) If you were making a list of the most weed-friendly parts of the US, the Bible Belt would probably not be at the top. But, more and more cannabis entrepreneurs are thinking about relocating to Oklahoma, where low licensing costs and relaxed regulations have allowed local medical marijuana markets to thrive. Unlike some adult-use states — like Maine , which is still struggling to open legal weed shops four years after legalization — Oklahoma's medical cannabis industry is on the fast track to success. Oklahoma voters legalized the country's most progressive medical marijuana law in 2018 , allowing any doctor to recommend medical cannabis to treat literally any condition. State officials attempted to impose serious restrictions on this program, but eventually backed down and respected voters' wishes. Last fall, the Sooner State already accepted over 210,000 registered medical cannabis patients, and six percent of the state's 4 million residents now have medical marijuana cards. In the...

Mexican Senate Committees Advance Marijuana Legalization Bill To Floor Vote
(Cannabis, CBD, Hemp, Legalization, Louisiana, Medical Marijuana, Mexico, Products, Recreational, Regulations, United States, THC) Mexican Senate committees have signed off on a bill to legalize marijuana nationwide. During a joint meeting of the Justice, Health, Legislative Studies and Public Safety Committees on Tuesday, members approved revised reform legislation that was circulated over the weekend . The proposal as introduced would allow adults 18 and older to possess and cultivate marijuana for personal use. Individuals could grow up to 20 registered plants as long as the total yield doesn’t exceed 480 grams per year. Medical patients could apply to cultivate more than 20 plants, however. Personal possession would be capped at 28 grams, but possession of up to 200 grams would be decriminalized. The combined committees’ vote in favor was 26-7. The legislation could next go directly to the Senate floor, or the panels could continue to discuss it and perhaps approve an amended version. After the bill clears the Senate, it will be considered in the Chamber of Deputies. Reunión de Comisiones Unidas de Justicia,...

Illinois Sold Almost $35 Million Of Marijuana In Second Month Of Legal Sales
(Cannabis, Grower, Illinois, Legalization, Loans, Louisiana, Products, Regulations, United States, Dispensaries) Illinois raked in about $35 million in legal marijuana sales in February, the state’s Department of Financial and Professional Regulation announced on Wednesday. During the 29-day period, more than 831,000 cannabis products were sold at dispensaries throughout the Prairie State. That’s a slight dip in sales compared to the nearly $40 million haul in January, the first month that the state’s marijuana market went online . On the first day of sales alone—which saw Lt. Gov. Juliana Stratton (D) as one of the first buyers —Illinois shops sold more than $3.1 million in cannabis . But the dip in February is to be expected, and the still-strong sales report indicates that the demand for marijuana products is robust. About $26.5 million in sales come from in-state residents, while about $9.2 million worth of products were purchased by out-of-state consumers. That’ll be welcome news to Gov. J.B. Pritzker (D), who ribbed neighboring states in his State of the State address in January about how...

In light of these legislative changes, we are presenting a 50-state series analyzing how each jurisdiction treats hemp-...

USDA Announces Two Temporary Changes To Restrictive Hemp Rules
(Cannabis, CBD, Compliance, Delaware, Facilities, Food, Hemp, Law, Louisiana, Marketing, Nebraska, New Jersey, Ohio, Production, Products, Regulations, Testing, Texas, United States, Washington, Wyoming, THC) The U.S. Department of Agriculture (USDA) announced on Thursday that it will be temporarily delaying enforcement of two provisions of its hemp regulations. Hemp producers will not be required to use a laboratory registered with the Drug Enforcement Administration (DEA) to conduct potency tests on their crops, at least for now. And for the time being, they won’t have to dispose of so-called “hot hemp” containing excess THC through DEA or a law enforcement body. “Because currently there isn’t sufficient capacity in the United States for the testing and disposal of non-compliant hemp plants, USDA has worked hard to enable flexibility in the requirements in the Interim Final Rule for those issues,” USDA Under Secretary for Marketing and Regulatory Programs Greg Ibach said in a press release announcing the enforcement decision. These changes come in response to feedback from industry stakeholders, who argued that the policies included in USDA’s interim final rule on hemp would prove cost...

USDA Approves Hemp Plans For Washington State And Wyoming
(Cannabis, Delaware, Hemp, Louisiana, Nebraska, New Jersey, Ohio, Production, Stocks, Texas, United States, Washington, Wyoming) USDA Approves Hemp Plans For Washington State And Wyoming The U.S. Department of Agriculture (USDA) approved an additional two state and three tribal hemp regulatory plans on Thursday. Washington State, Wyomingm the Otoe-Missouria Tribe, the Prairie Band Potawatomi Nation and the Santee Sioux Nation each had their plans approved—the latest in a series of approvals USDA has made since hemp was federally legalized under the 2018 Farm Bill. This raises the total number of approved plans to eight for states and 10 for tribes. Last month, USDA approved hemp regulatory proposals from Texas, Nebraska and Delaware. Those for Louisiana, New Jersey and Ohio were the first the federal government signed off on in an earlier round of approvals. “USDA continues to receive and review hemp production plans from states and Indian tribes,” the department said in a notice about the latest actions.
