We’ll continue to update as regulators announce new policies. So far, during the COVID-19 pandemic, cannabis sales are through the roof as consumers stock up in anticipation of supply chain disruption. But, despite this upswing, cannabis companies are bracing for impact. As Cannabis Wire reported this week, a dilemma has hit the nascent industry: to close or not to close? Already, Canopy Growth chose to close nearly two dozen shops in Canada, and we’re tracking how other companies are reacting. But what happens in the case of forced closures? Cannabis regulators will have to weigh tough decisions in the coming days as businesses, from gyms to bowling alleys to bars, are asked to close as part of broader efforts to contain the spread of the virus. (While Canadian consumers can legally order cannabis online, should closures occur, changes are taking place north of the border. On...

USA: Postal Service Fails To Properly Internally Mail Seized Marijuana Packages, Audit Reveals
(Cannabis, Processing, Tracking) Marijuana Moment reports.. Federal workers at the U.S. Postal Service (USPS) aren’t adhering to internal shipping guidelines after discovering illegal marijuana packages in the mail, and seized cannabis is being lost—or stolen—in the shuffle. The agency’s failure to take steps to cover up the plant’s pungent smell is a key reason. That’s according to a new audit from the USPS’s Office of the Inspector General (OIG), which analyzed the agency’s handling of suspected marijuana shipments. The report, released last week, shows that USPS lost more than 200 packages believed to contain cannabis in fiscal year 2019—and a big part of the problem seems to be that “postal inspectors did not use suggested mailing methods.” Tracking data indicates that 188 of the 15,941 confiscated packages were lost because “policy recommends, but does not require, postal inspectors to use a more controlled mailing method.” The report notes that packages with marijuana “emit a strong odor and can be easily...

Native American Tribe to Legalize Medical and Recreational Marijuana
(Alcohol, Arizona, Cannabis, Growing, Legalization, Medical Marijuana, Oregon, Production, Recreational, South Dakota, Tracking, United States) By Stephen Groves, Associated Press (AP) — Members of the Oglala Sioux Tribe passed a referendum to legalize medical and recreational marijuana on the Pine Ridge Reservation in South Dakota, according to preliminary results from the tribe’s election commission. A proposal to allow alcohol in the tribe’s casino failed. The results of Tuesday’s vote will be certified in the next week. In the tally from all precincts announced on Wednesday morning, both medical and recreational marijuana passed by wide margins, with 82% of voters approving medical marijuana and 74% approving recreational pot. The alcohol proposal failed by 12 percentage points. The Oglala Sioux will become the only Native American tribe to set up a cannabis market in a state where it’s otherwise illegal. The tribal council is next supposed to enact laws for how marijuana will be legalized and regulated. Legalizing Marijuana Increases Housing Prices, Study Finds
(Cannabis, Colorado, Development, Distribution, Education, Hemp, Inc., Illinois, Law, Legalization, Oklahoma, Recreational, Research, Tracking, United States, Washington, Dispensaries) So much for “there goes the neighborhood.” A new analysis suggests that states that legalize marijuana actually see a boost in housing prices, with the effect most pronounced once nearby retail outlets open for business. Economists at the University of Oklahoma attempted to tease out the impact of adult-use cannabis legalization by examining listings on Zillow.com and tracking them against legalization in Colorado and Washington State. Their findings suggest legalization “has beneficial spillover effects at both the state and local levels,” casting doubt on the parade of horribles sometimes warned of by law enforcement and other critics. “Concerns about the potential effect on crime rates and the difficulty in policing impaired driving have been cited as reasons to slow-walk the path to full recreational legalization,” the study’s authors write. “This research contributes to the discussion, providing evidence that recreational marijuana legalization (RML) has large positive spillover...

What Is Synthetic CBD and THC and Are They Different From Natural Cannabinoids?
(AbbVie Inc., Cannabis, CBD, Development, Food, GW Pharmaceuticals plc, Manufacture, Manufacturing, Medical Marijuana, Production, Synthetic, Synthetic Cannabis, Tracking, ZYNE, Zynerba Pharmaceuticals, Synthetic Cannabinoids, THC, Extracts, Pharmaceuticals) Trying to understand the rationale behind some of the US government’s decisions in relation to cannabis can be devilishly frustrating. Of the wrong turns the decades-long series of misguided efforts to eradicate cannabis has taken, the development of synthetic forms of the plant is not necessarily the victory one might assume. Instead, there are several valid reasons to question the effectiveness of drugs like Marinol, which relies on a synthetic form of THC. This is especially true when compared to the more favorable results that come from using the real cannabis plant. Regardless of this disparity, the federal prohibition of cannabis has forced many doctors to instead rely on prescribing synthetic, legal (and less effective) alternatives. To understand why synthetic cannabis is inferior to its natural counterpart, let’s start by looking at the drug at the center of the dispute: Marinol. What Is Marinol? This pharmaceutical was first approved by the Food and Drug Administration (FDA...

Further Delays To Cannabis Dispensaries Opening In Maine
(Banking, Cannabis, Law, Maine, Products, Recreational, Testing, Tracking, United States, Dispensaries) Local press reports say June is now likely to be the earliest. Maine pushes the target date for adult-use marijuana sales back by 3 months, and lowers its projected sales tax revenue for the fiscal year that ends June 30. Says the Press Herald. The article adds Maine is planning to have its first recreational marijuana shops open in June, three months later than expected. State budget forecasters are banking on a robust kickoff, however, estimating $5 million in sales by the end of the month. Maine is “very close” to issuing the first round of conditional recreational business licenses, said Erik Gundersen, the director of the Office of Marijuana Policy. It has received 197 applications so far; 80 of which have been deemed complete enough for regulatory review. BEFORE MARIJUANA MARKET OPENS • Retail shops need state-issued conditional licenses • Shops need authorization from municipalities • Shops go back to state for active licenses • State licenses health and safety testing labs •...

One, in particular, seems likely to offer investors a big opportunity: Delivery. With mobile ordering, real-time geospatial tracking, and sophisticated logistical processes in place, developed in industries like supply chain management and food distribution, the infrastructure and knowledge capital is already developed for transportation into other industries for efficient deployment. And newly emerging consumer growth markets are the most obvious implementation. Cannabis is already huge and it’s going to get a whole lot bigger as the legal obstacles are inexorably toppled over coming quarters and years. Treasury Secretary Won’t Fix Marijuana Banking Problem With Administrative Action
(Banking, Cannabis, Connecticut, Growing, Hemp, Law, Legalization, Tracking, United States, Financial Services) Treasury Secretary Steven Mnuchin said on Wednesday that he will not take administrative action to protect banks that service marijuana businesses from being penalized by federal regulators, stating that it’s up to Congress to resolve the problem. During a hearing before the House Appropriations Financial Services and General Government Subcommittee, Rep. Charlie Crist (D-FL) pressed the secretary to use his authority to instruct regulators not to punish banks for working with state-legal cannabis businesses. “We have limited abilities [under existing guidance] to direct this issue,” the Mnuchin replied. “I would encourage Congress one way or another, without me making a policy view of dealing with this issue. The conflict is a problem. In which direction it is resolved I leave that to Congress and other experts.” Later in the hearing, Rep. David Joyce (R-OH) pressed Mnuchin on the issue, requesting that Treasury keep Congress updated on problems related to dealing with marijuana...

Michigan Has Already Sold $32 Million of Weed, But Wants to Restrict Legal Caregivers
(Cannabis, Growers, Medical Marijuana, Michigan, Products, Recreational, Testing, Tracking, United States, Dispensaries, Cultivation) Just three months after Michigan’s adult-use cannabis market sold its first gram of legal bud, state regulators are set to shake up the industry, with plans to eventually remove more than 36,000 legal caregivers from the supply chain. According to the Michigan Live , the Michigan Marijuana Regulatory Agency (MRA) issued a state-wide memo this week, announcing that medical marijuana caregivers will no longer be able to sell product to licensed businesses as of October 1st. Since 2008, registered Michigan medical caregivers have accounted for two-thirds of all marijuana in the legal market , with home and small farm growers supplying thousands of pounds of weed to dispensaries. But with seed-to-sale tracking now mandated for all cultivators, MRA officials are ready to put the kibosh on the caregiver marketplace. “The Marijuana Regulatory Agency’s goal is to stimulate business growth while protecting patient safety,” an agency memo read . "To support that goal, the [Marijuana Regulatory...
