(Cannabis, Distribution, Growers, Hemp, Law, Loans, Products, Testing, Cultivation, Funding, Security) Coronavirus has been great for cannabis sales . In most states with approved cannabis programs, both medical and adult use marijuana sales have been designated “ essential services ” by state and local governments. With this support, the supply chain has weathered the COVID-19 pandemic better than many industries. Still, the pandemic continues unabated and cannabis businesses are far from secure. Over the past month, the federal government has attempted to throttle the sputtering economy with varying forms of stimulus. Some of the efforts have been undertaken by the Federal Reserve (slashing the federal funds rate; debt purchase commitments) and some by the Internal Revenue Service (pushing out deadlines). But Congress and the President have taken matters further. In this post, I’ll summarize the three “phases” of Congressional stimulus, and their implications for cannabis businesses. Senate Housing Bill Would Prevent Evictions For State-Legal Marijuana Extraction
(Cannabis, Extraction, Growing, Law, Manufacture, Manufacturing, Medical Marijuana, Recreational, Extracts, Funding) A new congressional bill designed to promote affordable housing in the U.S. includes a provision that would prevent landlords from evicting people over manufacturing marijuana extracts if they have a license to do so. Under the legislation, filed earlier this month by Sen. Jeff Merkley (D-OR), there’s a list of “just causes for eviction” such as failure to pay rent or causing significant damage to a property. The “manufacture of a cannabinoid extract” is another cause for eviction, “unless the tenant holds a license to manufacture the cannabinoid extract under Federal, State, or Tribal law.” Curiously, however, the bill lacks any additional protections for other state-legal cannabis activities, including simple possession. It’s possible that a drafting error is to blame, but Merkley’s office did not respond to Marijuana Moment’s request for comment. Federal Agency Wants Help Developing A Standard THC Dose For Marijuana Products

In a notice published by the National Institute on Drug Abuse (NIDA) on Monday, the agency said that little is known about the impact of varying THC potency, and creating a standard unit could help resolve that issue. The Numbers Are In: Michigan's Legal Weed Sales Popped by 34% Last Month

Michigan's legal weed market made a strong start last December, selling $221,000 worth of weed on the first day of sales, and logging $3.1 million in sales during the first two weeks of legalization. These two initial weeks of sales brought the state over half a million dollars in tax revenue. Sales have continued climbing on a monthly basis, according to a new report by the state Marijuana Regulatory Agency. In February, legal weed retailers made $14.8 million in sales, a sizable 34 percent increase over the $9.8 million sold in January, and more than double the $7 million sold in December. The increase in sales is likely due to the increased access to legal weed across the state. The number of licensed retailers grew from 42 in January to 59 last month.
