12 Groups Are Pushing Senate Committee to Pass Marijuana Banking Bill
(Arizona, Banking, Cannabis, CBD, Hemp, Law, Products, United States) Over a dozen cannabis industry and advocacy trade organizations have sent a letter to the Senate Banking Committee Chairman Mike Crapo requesting that he act speedily to advance the SAFE Banking Act, which would create a safe harbor for banking institutions trying to serve legal cannabis-related businesses in states where such activity is legalized. Last year, the SAFE Banking Act was passed by a bipartisan majority in the House but has stalled in the Senate after Rep. Crapo voiced concerns about the bill leading to money laundering, American Bankers Association (ABA) reported . “Our organizations continue to support SAFE because it is an initial legislative step that allows the legal cannabis industry into the banking system – ultimately protecting law-abiding financial institutions and ancillary services businesses from their untenable position and addressing increasing public safety concerns,” part of the ABA’s letter reads. “Additionally, the ongoing lack of a safe harbor for...

CARES Act – Stimulus Package Won’t Aid the Cannabis Industry
(Banking, Cannabis, Development, Distribution, Edibles, Grow Lights, Hemp, Law, Legalization, Loans, Products, Testing, United States, Lights, Security) On Wednesday, March 25, the United States Senate approved an estimated $2-trillion stimulus package in response to the economic impact of the COVID-19 outbreak. The legislation, formally known as the “ Coronavirus Aid, Relief, and Economic Security Act ” (or the CARES Act), was approved by the Senate 96-0 following days of negotiations. One of the most highly anticipated provisions of the CARES Act, the “recovery rebates” for individuals, will provide a one-time cash payment up to $1,200 per qualifying individual ($2,400 in the case of eligible individuals filing a joint return) plus an additional $500 for qualifying children (§6428.2020(a)). The CARES Act, which remains subject to House approval, also prescribes an additional $500 billon in corporate aid, $100 billion to health-care providers, $150 billion to state and local governments and $349 billion in small business loans in an effort to provide continued employment and stabilize the economy. The legislation further provides...

Article – NORML: Cannabis Workers, Unemployment Insurance, and the Small Business Administration: What You Need to Know
(Banking, Cannabis, Distribution, Growers, Law, Loans, Products, Cultivation, Funding) There is no doubt that the COVID-19 pandemic is adversely impacting businesses around the world, and smaller businesses especially. That is why this week, NORML reached out to our numerous allies on Capitol Hill to ensure that any Unemployment Insurance aid packages considered by Congress provide relief to cannabis-industry personnel who have been or will be either furloughed from their jobs. “Given the tremendous amount of uncertainty in the broader economy, the hundreds of thousands of American workers who are employed by the state-legal marijuana industry must be respected and protected by the emergency actions being taken by elected officials,” said NORML Political Director Justin Strekal. WHY THIS CLARIFICATION IS IMPORTANT According to a recent report by Leafy.com , the state-licensed cannabis industry employs more than 240,000 American workers. To put that total in context, the state-authorized cannabis marketplace employs over four times the number of American workers as does...

GOP Senator Says Marijuana Industry Is Stepping Up To Help With Coronavirus Response
(Banking, Cannabis, Colorado, GSML, Hemp, Hemp Industries, Legalization, New York, United States) A Republican senator said in a floor speech on Wednesday that the marijuana and hemp industries in Colorado are helping the fight against the coronavirus pandemic. Sen. Cory Gardner (R-CO), who returned to the Senate following a 14-day self-quarantine after being informed he came into contact with someone infected with the virus, said residents in his state “have stepped up in every way possible.” “In a uniquely Colorado way, you have hemp businesses that are now producing cotton swabs for medical needs. You have whiskey distilleries that are producing hand sanitizers for hospitals for home health care,” he said. “We have protective equipment that’s being donated by the Denver Broncos and by marijuana industry and by so many other businesses across the state of Colorado who are stepping up in ways that make all of us proud.” While Gardner didn’t offer specifics about which companies are behind these contributions, health experts have emphasized that there are significant shortages of...

Coronavirus and Cannabis: Assessing the Current Challenges and Long-Term Impacts for the Industry
(Banking, California, Cannabis, Deals, Law, Medical Marijuana, Regulations, United States, Dispensaries) While COVID-19’s full effects on the cannabis industry remain uncertain, there are common challenges that most businesses are currently facing and there are steps companies can take to protect themselves in these uncertain times.“We have weekly calls with our law firm leadership and a theme is uncertainty, as I’m sure it is with other businesses,” Joseph Bedwick, co-chair of Cozen O’Connor’s Cannabis Industry Team, tells Cannabis Business Times. “Everybody is doing what they can to weather the storm, and cannabis businesses are no different. They’re a regulated industry, but they are, at their heart, a business that just needs to weather the storm like any other business.”Here, Bedwick outlines some of the broader trends he’s seeing in the market, the frequently asked questions from his clients and what the industry might look like at the end of this global pandemic.Cannabis Business Times: What are some of the broader market trends that are unfolding in the wake of the COVID-19...

It Takes The Village
(Argentina, Banking, Bar, Brazil, California, Cannabis, CBD, Facilities, Genetics, Grower, Growing, Medical Marijuana, Regulations, Spain, Strains, Testing, United States, Lights, Dispensaries, Extracts, Cultivation) When people talk about California’s legendary cannabis, they frequently mention growing ganja grown deep in the Emerald Triangle and weed sparked up on the bustling streets of Los Angeles and San Francisco. But there’s another region in the Golden State that is now demanding attention. Since California’s adult-use cannabis market came online in 2018, Sacramento has exploded onto the scene as a hub of top-shelf indoor cultivation. Few people in town — perhaps only Gov. Gavin Newsom — have helped push Sacramento to the top of the cannabis stratosphere more than its cultivators, who are growing some of the best cannabis in the world. But in recent years, one local cultivator has pushed the envelope so far that everyone else in town (and across the state) is now growing the genetics he’s helped curate and breed. As half of Symbiotic Genetics , The Village finds himself among a small group of cultivators giving Sacramento’s cannabis a global reach. At one point, there was so much of his...

The Cannabis Industry Has an Increase in Product Demand
(APHA, Aphria Inc., Banking, Cannabis, Investing, Investments, Investors, Stocks) The coronavirus has done a lot of not so great things for the cannabis industry . But, an unexpected positive of this virus is the rise in demand that we have seen in the past two weeks. This increase in demand can be attributed to the increase in the public staying home. The more people who are at home with nothing to do, the more weed they will smoke. Well, we have yet to see this increase in demand fully show itself in stock prices. Pharmaceutical companies and governments have long been investing in medical cannabis and conducting scientific research into its medicinal properties. What You Need To Know About Where Bernie Sanders And Joe Biden Stand On Marijuana
(Banking, Cannabis, Facilities, Law, Legalization, Medical Marijuana, Recreational, Research, Tobacco, Recreational Cannabis) What was once a crowded Democratic presidential race has winnowed down to two major candidates: Sen. Bernie Sanders (I-VT) and former Vice President Joe Biden. For marijuana reform advocates, the stakes are high. While the opponents diverge on a variety of issues, cannabis legalization represents one of the clearest examples of their ideological divide. Put simply, Sanders was one of the earliest proponents of the reform move, becoming the first major presidential candidate to call for federal legalization in 2015 and filing the Senate’s first-ever bill to deschedule cannabis under federal law. In his current campaign, he’s included a legalization plank prominently in his platform with a pledge to take bold executive action early in his administration. Biden, meanwhile, played a key role in enacting punitive anti-drug laws during his time as a senator, and he’s maintained opposition to legalization even as the vast majority of his party has come to embrace the policy change. That said...

(Banking, California, Cannabis, Cannabis and Hemp, Growing, Hemp, Insurance Companies, Law, Legalization, Medical Marijuana, New Jersey, Products, Recreational, United States, Washington, Financial Services) by Vikram Sidhu , Cheryl Yakey , Jared Wilner and Megan Kuzniewski Clyde & Co As of February 2020, cannabis is legal for adults over the age of 21 in eleven states and Washington D.C. As of February 1, 2020, cannabis is legal for recreational and medical use by adults over the age of 21 in 11 states and Washington D.C., and is legal for medical use in 33 states. These numbers are likely to increase substantially in the next few years as more than half the states have pending legislation legalizing cannabis for some use or decriminalizing the drug. Currently, there are bills pending in 20 states to allow adult recreational use, 10 states to decriminalize simple possession, and 12 states with bills to create comprehensive medical cannabis programs, with some overlap among these three categories. (Alabama, Banking, Cannabis, Investing, Law, Legalization, Medical Marijuana, Recreational, Regulations, United States, Funding) A number of clues suggest federal marijuana reform efforts will fall flat if Donald Trump wins the 2020 election. Says the publication. They write The green rush is limited in most countries by federal regulations, and that glass ceiling is definitely in place within the United States. With a record-tying 66% of Americans polled by Gallup favoring the nationwide legalization of pot, as of October 2019, it would seem logical that Congress and the president would look for a way to amend marijuana’s existing scheduling. But the fact is that if President Trump is reelected to a second term, the idea of cannabis reform would almost certainly be dead until he leaves office in January 2025. If Trump is reelected, say goodbye to federal marijuana reform for four more years While President Trump has proved amicable to the idea of allowing states the opportunity to decide their own fates on medical and/or recreational weed, as well as regulate their industry if they choose to legalize, he’s...

The 2018 Farm Bill gives the US Department of Agriculture (USDA) regulatory authority over hemp cultivation at the federal level. In turn, states have the option to maintain primary regulatory authority over the crop cultivated within their borders by submitting a plan to the USDA. This federal and state interplay has resulted in many legislative and regulatory changes at the state level. Indeed, most states have introduced (and adopted) bills that would authorize the commercial production of hemp within their borders. A smaller but growing number of states also regulate the sale of products derived from hemp. In light of these legislative changes, we are presenting a 50-state series analyzing how each jurisdiction treats hemp-...

Major Trade Groups Urge Senate Committee To Pass Marijuana Banking Bill
(Banking, Cannabis, CBD, Hemp, Insurance Companies, Law, Puerto Rico, Research, Financial Services) More than a dozen major trade groups and advocacy organizations sent a letter to the chair of the Senate Banking Committee on Thursday, asking that he advance a bill protecting financial institutions that service state-legal marijuana businesses from being penalized by federal regulators. Signatories include the American Bankers Association, Americans for Prosperity, Credit Union National Association, National Association of REALTORS, National Conference of State Legislatures and Wholesale & Specialty Insurance Association. Currently, a bill that would resolve the banking issue is sitting in Chairman Mike Crapo’s (R-ID) committee. He’s floated a series of changes to the House-passed Secure and Fair Enforcement (SAFE) Banking Act, however, including some that industry stakeholders view as unworkable. “Our organizations continue to support SAFE because it is an initial legislative step that allows the legal cannabis industry into the banking system—ultimately protecting law-abiding...

(Banking, Cannabis, Legalization, United States, Washington) WASHINGTON — PRESS RELEASE — The Cannabis Trade Federation (CTF) , a national coalition of cannabis-related businesses, has announced that Neal Levine has decided to step down as CEO of the Federation.“When I initially accepted this position in June of 2018, I agreed to do the job for two years with a decision in January 2020 as to whether or not I wished to continue in the role,” said Levine. “While I have enjoyed setting up the organization, it was never my intent to run it long-term. Is Better Cannabis Legislation Next For These Two Countries
(Banking, Canada, Cannabis, Facilities, Germany, Growing, Growing Facilities, Investments, Investors, Products, Stocks) The International marijuana market is the final frontier for the cannabis industry to reach. Although there are several well-developed markets outside of North America, the majority of them have yet to reach a break-away point for growth. Currently, cannabis investors are focused mainly on the U.S. and Canada. These two countries represent the majority of the cannabis industry in 2020. Saint Vincent: Illicit Cannabis Cultivators Get an Amnesty Offer
(Antigua and Barbuda, Banking, Canada, Cannabis, Development, Distribution, Dominica, Grenada, Investments, Jamaica, Law, Medical Marijuana, Montserrat, OCEE, Processing, Production, Products, Regulations, Saint Kitts and Nevis, Saint Lucia, Saint Vincent and the Grenadines, United States, Cultivation) Saint Vincent and the Grenadines has started its long-awaited cannabis cultivation amnesty program, a major move to pivot cultivators of illicit cannabis into the legal industry. The amnesty program, which came into effect March 3, will allow individuals, who would otherwise face convictions for the illegal cultivation of cannabis under current law, to “surrender their crop or harvest upon the issuance of a traditional cultivation license.” The bill that created the program, known as the Cannabis Cultivation (Amnesty) Bill, was passed by the House of Assembly in December 2018, as part of a package of legislation that legalized medical cannabis, and the program’s launch was announced by Prime Minister Ralph Gonsalves on March 2. As written, the law must be reauthorized by the House of Assembly after one year. The amnesty arrives at the same time as another major cannabis reform in Saint Vincent and the Grenadines—a decision by the government to grant permission for licensed cultivators...

Trump's New Chief of Staff Hates Weed, and That Could Hurt Federal Reform
(Alcohol, Banking, Cannabis, CBD, Cigarettes, Events, Food, Hemp, Investment, Ireland, Law, Medical Marijuana, Products, Recreational, Tobacco, THC) On Monday, President Trump announced that Rep. Mark Meadows (R-NC) would become the next White House Chief of Staff. Considering that the Chief of Staff often schedules the president’s daily agenda, and selects who the president will meet with, the new appointment could be bad news for anyone hoping to see significant marijuana reform at the federal level. As detailed by Tom Angell writing for Forbes , Meadows has been rabidly anti-cannabis for the entirety of his seven-year career in Congress. He opposed amendments protecting state medical marijuana programs from federal interference ( a policy shared with the Trump administration); he voted against allowing US military veterans access to medical cannabis through the VA ; and he cosponsored a 2015 bill that clarified food stamps could not be used for obtaining state-legal weed products. Also in 2015: Meadows opposed a bill that would have protected American-based hemp farmers from federal prosecution, and he opposed an amendment that...
