Nepal Looks to Legalize Marijuana

Nepal, located 2,565 meters above sea level, has seen a wave of momentum on the cannabis reform front. It all started earlier this year in January when Birodh Khatiwada, a lawmaker from Nepal’s ruling Communist Party, filed a bill in the nation’s federal parliament registering a motion of public importance around parliament advocating the legalization of cannabis. Khatiwada was able to get 45 of his peers in parliament to support the effort. Khatiwada’s home district of Makawanpur is said to be among the biggest producers of cannabis in Nepal. One of the other wild aspects of that request was it also called for a ban on imports of foreign alcohol imports. But The Katmandu Post reported those imports had already been on the decline as domestic alcohol production had been ramping up in recent years. Nepal’s Communist Party Wants to Legalize Weed and Ban Booze

Thai Cabinet Approves Hemp Growing rule

The Bangkok Post reports Deputy government spokesperson Traisulee Traisoranakul said the new regulation will override the existing one governing the use of hemp. She added that the new regulation will allow individuals and juristic entities registered in Thailand to grow hemp for commercial use. To be eligible, juristic entities must be at least two-thirds owned by Thais or have as many on the executive board. Once permitted, individuals or juristic entities can produce, sell, possess, import or export hemp. This move aims to have hemp promoted as a cash crop and to improve indigenous Thai varieties. Here’s Steven Hager’s interview with the beat pioneer from the September, 1990 edition of High Times. Back in the 1950s, when Jack Kerouac, William Burroughs or Neal Cassady returned to New York City after a trip on the road, the first person they looked up was Herbert Huncke, a streetwise hustler who could usually be found hanging out in Times Square. Huncke served as mentor and guide to the Beat Generation and, according to Kerouac, even invented the term “beat.” In 1990, Paragon House published Huncke’s autobiography, Guilty of Everything, an entertaining trip through the drug subculture, from Prohibition-era Chicago to New York in the ’60s. In the dying days of 2019, on December 19 , the court ruled in what is basically a landmark decision for not only the country but the continent, that small-scale domestic cultivation of cannabis (both of the CBD and THC kind) is legal. Even more intriguingly, the ruling was ignored for several days in Italy before being picked up by news agencies. This in turn has apparently set off a much wider and predictable debate about the use of the plant in the country – either for medical and or recreational purposes. Many are doubtful that any legislation will pass formalizing the inevitable in the near future (one attempt has already been killed), but one can never know these days. Thailand has opened its first full-time cannabis clinic
(Cannabis, Thailand) Thailand has opened its first full-time clinic specialising in traditional and alternative cannabis-based medicine, as part of a move by the government towards developing a medicinal cannabis industry. “This is a pilot clinic, because we cannot produce enough doctors with expertise in cannabis,” Public Health Minister, Anutin Charnvirakul, told reporters at the opening ceremony in Bangkok on Monday. Patients will receive treatment free of charge for the first two weeks, he added. There are already around 25 cannabis clinics attached to general hospitals around the country but, unlike the newly-launched pilot clinic, they operate for just a few days a week due to a lack of specialised staff. About 400 patients, many of them with cancer, were given the oil for free at a flagship clinic at the Public Health Ministry in a suburb of Bangkok. The initial four formulations handed out are used for treating conditions such as migraines, insomnia, nausea, numbness and pain. The medicines are touted as being based on traditional remedies. Thailand was previously known for harsh anti-drug laws, but is now eyeing the economic potential of cannabis. A report last year by Prohibition Partners, which claims to be the leading authority on the subject, said Asia’s medical cannabis market would be worth around $5.8 billion by 2024.
